Business Case Analysis

Efficiently allocating scarce resources to operate, sustain, and modernize capital equipment demands a structured approach to analyzing alternatives.  TMS staff conduct in-depth analysis of performance, cost, and risk factors to create best value recommendations on a range of requirements including product support elements, infrastructure requirements/utilization, and system modernization.  Our BCA methodology involves collaboration with system/equipment users, sustainers, and management stakeholders to define accurate “as is” and realistic “to be”  alternatives to evaluate. We build models with quantitative data from engineering research, analogy, or parametric estimates, and we gather qualitative data from equipment users, owners, and stakeholders.  With this data we conduct dynamic, stochastic analysis to understand the benefits of each alternative relative to user-defined evaluation criteria.  Our disciplined approach produces defendable BCA results with stakeholder buy-in to support high fidelity decision making
